The Fleet Operations Department is arguably one of the largest departments of the fleet. The primary responsibility of the Fleet Operations Department is to:
Manage and ensure the day-to-day maintenance of fleet websites and servers*,
also including Memory Zeta (the Sixth Fleet Wikipedia), the fleet forums, and any future web-related projects as directed by the CinC, CFO, or Senate.
Provide assistance in maintaining websites and with other related technical issues to any Commanding Officer
(or simulation webmaster) via the Department of Fleet Resources.
Manage the day-to-day advertising and public relations efforts of the fleet through the Special Services Office,
including the Advertising and Public Relations Office and the Federation News Network: Sixth Fleet Bureau.
Manage the fleet Corps and Bureaus, which exist to provide the fleet with Sixth Fleet Canon (which in some cases may
be different than established Star Trek canon), in specific areas such as Engineering, Security, and Intelligence.
*Commanding Officers may elect to host their simulation website on a seperate, ad-free and unaffiliated webspace if they so choose. Whether or not a simulation website is hosted on Sixth Fleet servers, a Commanding Officer always has ultimate purview and control over his or her simulation website.
The Fleet Operations Department, as a large organization with many responsibilities, is divided into different branches to more efficiently handle operations. Those branches include:
The Department of Fleet Resources
The Special Services Office
The Fleet Corps and Bureaus
In the spirit of efficiency and to better serve evolving fleet interests, the Chief of Fleet Operations (with oversight from the Commander-in-Chief), may reorganize, recreate, or create new branches within the Fleet Operations department.
The Department of Fleet Resources is a branch of the Fleet Operations department. Fleet Resources is the "technical" branch of Fleet Operations, and holds the following responsibilities:
Ensure that all fleet websites are appropriately maintained and updated regularly.
Manage all design and coding for new web-related projects.
Manage the fleet servers, including ensuring security of the servers, and distributing e-mail access information
and FTP information promptly to appropriate individuals.
Provide short-term coding and management assistance to any fleet webmaster who requires assistance, especially webmasters
managing simulation websites.
Serve as moderators for fleet web entities such as forums, wikis, and all other chat- and database-related services.
The Department of Fleet Resources is headed by the Director of Fleet Resources. Suggested staff for the Fleet Resources department include webmasters (with appropriate coding abilities), graphic designer, and moderators for fleet chat services and databases.
The Special Services Office is a branch of the Fleet Operations department, and is primarily comprised of the Advertising and Public Relations department, which serves external publicity and news needs, and the Federation News Network: Sixth Fleet Bureau, which serves internal publicity and news needs. Special Services is the "people" and "information" branch of Fleet Operations, and holds the following responsibilities:
Ensure Sixth Fleet's continued success in search-engine rankings, web portal rankings, topsites rankings, etc.
Manage Sixth Fleet's branding and image, ensuring that this image is always positive.
Provide information to the Commander-in-Chief and Senate (via polling and other means) on fleet sentiment for specific issues.
(As requested by the Commander-in-Chief or Senate).
Collect and record day-to-day fleet news, and distribute it to the fleet via a news website and periodical.
The Department of Fleet Resources is headed by the Special Services Director. Suggested staff for the Special Services office include an Editor-in-Chief of the Federation News Network: Sixth Fleet Bureau (FNN:SFB), reporters for the FNN:SFB, an Advertising and Public Relations Director, and other officers as required.
The Sixth Fleet Corps and Bureaus exist to define fleet canon in specific areas, so that the fleet maintains congruity and continuity throughout all operations. Corps and Bureaus may be added and changed as needed by the Chief of Fleet Operations and the Commander-in-Chief. Corp and Bureau Directors are appointed and overseen by the Chief of Fleet Operations.
Important notes about Corp and Bureaus:
All Corps and Bureaus will support established Sixth Fleet simulations
All Corps and Bureaus must maintain an up-to-date and well-organized website containing as much Sixth Fleet Canon as possible. New
articles for their websites or Memory Zeta should also be created periodically. This website will also contain a prominently posted Mission Statement for that particular Corps or
Bureau.
Corps and Bureaus may, from time to time, be called upon to give expert testimony to the Senate.
Corps and Bureau personnel must be well versed in the area in which they serve, for they may from time to time be called upon to
serve as Subject Matter Experts in their specific department onboard simulations.
All Corps and Bureaus must be composed of a staff, no matter how big or small, of whom all are allowed to discuss and vote
on each element of canon decided by that Corp or Bureau. The size of this staff is wholly dependent on the needs of that Corps or Bureau Director. The size of the staff must be
of ample size to complete the mission of that Corps or Bureau. The Director will also delegate tasks as needed to their staff and supervise them, ensuring the mission is accomplished.
Any member of the fleet is eligible to join as many or as few Corp and Bureau staffs, and may participate at will.
All decisions made by a Corp or Bureau must be made by majority vote of active staff, following the same voting procedures
as does the Fleet Command Senate.
Whenever possible, Corps and Bureaus should use Star Trek canon from television shows and movies. Books and other such literature
(excepting the Star Trek Encyclopedia, Star Trek: The Next Generation Technical Manual, and Star Trek: Deep Space Nine Technical Manual) are not considered Star Trek canon,
even if they are billed as "officially licensed". See Intelligence Bureau below.
In some cases, the jurisdiction of particular Corps and Bureaus may become overlapped. For example, when deciding the number and type
of phaser banks for a specific vessel, both the Research and Design Development Bureau and the Strategic Security Bureau should be involved and come to a mutually agreeable decision. It is
the responsibility of the Chief of Fleet Operations (or a delegated official) to ensure that these "overlaps" are handled efficiently and fairly.
In the instance that content is relevant to more than one Corps or Bureau and posting it would duplicate the information, the primary owner
will host the information. Secondary users will utilize links for access to said content.
Each Director will decide what is appropriate for their Corps or Bureau as to how much content is hosted on Memory Zeta. The Chief of Fleet
Operations highly encourages hosting as much content as possible on Memory Zeta.
Although individual Corps and Bureau jurisdictions are explained in as much detail as possible below, the Chief of Fleet Operations
(and, ultimately, the Fleet Command Senate) maintains final say over the jurisdictions of each Corp and Bureau.
Corps and Bureaus exist so that the Fleet Command Senate does not become distracted deciding minute canonical details on
a case-by-case basis. As with every other element of fleet business, Corp and Bureau decisions may always be overturned or ammended by a
majority vote of the Fleet Command Senate.
Corps and Bureaus Directors will publicize their Corps or Bureau as much as possible throughout the fleet.
The Sixth Fleet Corps and Bureaus (and their areas of responsibility) are listed below. This list should be continually updated whenever new information arises.
Director: Chief Designer

Subsets: Design and Development, Research and Development, Corps of Engineers
The Research and Design Bureau, which holds generic purview over all "treknology", holds the following responsibilities:
Establish a set of complete specifications for every established "Star Trek" starship, starbase, outpost, and all
other types of vehicles (hereafter referred to cumulatively as "vehicles").
Establish a set of complete specifications on all weapons, tools, appliances, and other hardware. In these instances, it is
highly encouraged that Research and Design convene with other Corps and Bureaus.
Approve/Disapprove all designs submitted for "new" vehicles (i.e. those not explicity established in any Star Trek
television show or movie.)
All specifications approved by Research and Design should be thoroughly researched and thoughtfully
developed to be as realistic and as close to canon as possible. Additionally, specifications should be as specific as possible, leaving no room for doubt.
The Design and Development Bureau has wide latitude to determine even the most specific of details related to vehicular
design, including (but not limited to) the maximum amount of torpedoes carried or the output of a particular type of warp engine. However, when branching into areas
such as these (that overlap with the responsibilities of other Corps or Bureaus), it is always recommended that those Corps or Bureaus be asked to approve those specific elements.
Because of the need to be as precise and realistic as possible, it is recommended that Design and Development personnel be very familiar with established technical manuals.
Director: Intelligence Director

Subsets: Intelligence, Threats, Galactic Affairs, Diplomatics
The Intelligence Bureau is charged with the following responsibilities:
Establish the positions, roles, organization and procedures of Intelligence personnel within Sixth Fleet.
Establish canon for all cultures and threats and maintains a "cultural database" for fleet usage. This will contain information on
all Federation member and non-member worlds.
Establish canon related to galactic politics and diplomacy, including (but not limited to) deciding which worlds and species
may have joined the Federation since the last movie, Star Trek: Nemesis.
Establish canon for procedures and rules for fleet espionage, special operations, encryption and Operations Security measures.
Director: Strategic Commander

Subsets: Security, Tactical, Flight Control, Fleet Air Group, JAG
The Strategic Security Corps is charged with the following responsibilities:
Establish the positions, roles, organization and procedures of Security, Tactical and Flight Control personnel to include fleet
fighter pilots within Sixth Fleet.
Establish canon for fleet internal investigations and discipline, including the Uniform Code of Starfleet Justice.
NOTE: This is strictly for in-character usage. Out-of-character discipline will be handled by other authorities as outlined elsewhere within the General Orders.
Establish canon regarding fleet "military" history and culture.
Establishing general flight procedures (launch, patrol, search and rescue, recovery, etc.) for all Sixth Fleet fighter craft,
regardless of affiliation between fleet or marines.

The Marine Corps is charged with the following responsibilities:
Establish the positions, roles, organization and procedures of all Marine
personnel within Sixth Fleet, including but not limited to; SpecOps teams, fire team makeup, deployment of regiments, and
Marine Air Group makeup and organization.
Establish canon regarding the history and culture of the Fleet Marine Corps.
Director: Chief Scientist
Previously: Science Bureau
Subsets: Natural Sciences, Theoretical Sciences, Applied Sciences
The Science Bureau is charged with the following responsibilities:
Establish the positions, roles, organization and procedures of Science personnel within Sixth Fleet.
Establish databases of known xenobiology, botony, zoology, etc.
Establish all theoretical sciences to include slipstream physics, transwarp physics, and multiple dimensional physics.
Work alongside the R&D Bureau in establishing applied sciences in regards to "how it works".
Director: Surgeon General
Previously: Medical Corps
Subsets: Internal Medicine, Surgery, Pharmacology, Cybernetics
The Medical Corps is charged with the following responsibilities:
Establish the positions, roles, organization and procedures of Medical personnel within Sixth Fleet.
Establish canon for all procedures and knowledge in the medical field.
Establish a list of known ailments and corrective procedures.

The Resources Bureau is a semi-canon bureau in that it does not establish canon per se, but hosts informational details not covered by the previous Corps or Bureaus. It is charged with the following responsibilities:
Makes available standardized fleet rank images, commendations, rules and responsibilities.
Maintains the overall fleet website, Memory Zeta and all contained databases.
Avails itself for hosting of informational items not covered by other Corps or Bureaus.
